2018 Workshop Keynote Speaker

On behalf of the Competition Law and Policy Institute of New Zealand, I am delighted to advise that the keynote speaker for the 2018 Competition Law and Policy Institute of New Zealand Annual Workshop will be Professor Joseph Harrington, who is the Patrick T. Harker Professor of Business Economics and Public Policy at the Wharton School, University of Pennsylvania. The workshop will be held in Wellington on Friday-Saturday 10-11 August, 2018.

Professor Harrington will be discussing two new challenges in cartel enforcement – collusion through public announcements and collusion through price algorithms and machine learning. Further details are found below.

Professor Harrington’s research is on the interface of theory and practice and has been presented before competition authorities throughout the world including those of the U.S., European Union, Japan, South Africa and Chile.

Professor Harrington has published more than 75 articles in many leading journals including the American Economic Review, Journal of Political Economy and Econometrica. He has also published two textbooks: Economics of Regulation and Antitrust with Kip Viscusi and John Vernon and Games, Strategies, and Decision Making. His current research focuses on collusion and cartels, with the objectives of understanding observed collusive practices, developing observable markers of collusion, and designing competition policy to detect and deter collusion. He is a past President of the Industrial Organization Society (IOS) and a member of the IOS Board of Directors.

The remaining sessions of our workshop cover a wide range of the most topical and leading-edge issues in competition policy and regulation. The sessions will cover recent cartel cases in New Zealand, the use of administrative settlements in competition cases, telecommunications regulation, market studies in New Zealand and overseas, Australian and New Zealand experiences with consumer law, recent merger cases and new perspectives in competition regulation.
